About Us

Harper Resources was founded in 1997 and is owned and operated by experienced HR and Employee Benefits professionals who gained their experience inside Fortune 500 companies. Harper was an HR, Benefits and Payroll outsource provider in New Orleans; one of the first of its kind in the region. In 2005, Hurricane Katrina destroyed the region and full payroll and outsource operations came to a halt. Now Harper applies its expertise to assist lean staffed HR Departments in providing professionals services as needed. Additionally, Harper is applying it's knowledge of the HR Payroll technology and outsource market in creating a more efficient market for HRP providers and employers.

Harper prides intself in applying these skills to assist companies of all sizes create their own cost effective approach to employee management, compensation, and employee benefits.

Kevin J. Mulligan
President

Kevin received his Bachelor’s degree in Accounting from the University of New Orleans with concentrations in Finance and English. He has experience in public accounting and in the tax department of a Fortune 500 company.  After transferring to the Human Resources Department, Kevin then led the initiatives in compensation and benefits programs for that company with a special emphasis on executive deferred compensation. His HR and Benefits duties ranged from the project manager for the entire HR function on a $400 Million acquisition to the management of the Defined Contribution, Defined Benefit, and Retiree Medical Plans for US and Canadian companies.

 

The intensive sessions at the The Levinson Instititute, an extension of the Harvard Business School, advanced Kevin's understanding of organizational decision making. Kevin has been consulting for over 18 years and created Harper Resources, a full service HR and Benefits Consulting and Outsourcing company in 1997.

 

Altogether Kevin has over 26 years experience in Benefits and Human Resources Administration, Design, and Consulting. Dorothy Carter
Senior Consultant 

Dorothy received her Bachelor’s and Master’s degrees in Business Administration from the University of New Orleans. She also received her Certified Employee Benefits Specialist Designation from the Wharton School and the International Society of Certified Employee Benefits Specialists.

 

Dorothy has over 24 years experience in Benefits and Human Resources Administration and consulting and joined Harper Resources in 2002. Prior to that, she spent 10 years at the helm of Benefits and HRIS administration for a large teaching and research medical organization and its subsidiaries. Her specialties include Benefit Plan Design, consulting, administration, and HR technology development. Dorothy is currently a founding board member for the Centre for the Arts and has served on boards for a private school, is a founding member and former Executive Co-Chair of the Business Alumni Council for the University of New Orleans. She also served on the board of the Greater New Orleans Society for Hospital Human Resources Administrators and the Association of Employee Benefit Planners.
